Open Question: moving to texas from socal?

i grew up in pennsylvania, but i hate the cold, so currently im in southern california. im clashing with my relatives here, and living here is crazy expensive. ive looked into texas before, and im hoping i can find an area there that i like. where in texas would match most of these: mild winters (usually not below 40 f) small to medium city strong job market rent/cost of living thats significantly cheaper than california and preferably with a university nearby i know thats kind of a lot to ask, but anything like that? thanks...
